G15 responds to MHCLG’s consultation on London’s Emergency Housing Package
London is facing severe housing pressures, with homelessness rising and boroughs spending over £5.5m a day on temporary accommodation. At the same time, new housing delivery has slowed sharply due to high costs, limited grant funding and viability challenges. G15 welcomes the Government’s emergency housing package as a necessary step to unlock stalled schemes and restore confidence, but stresses that support must be tightly targeted and must not lead to unnecessary reductions in affordable housing.
The package will only succeed if it helps deliver the right homes in the right places and strengthens long‑term access to social and affordable housing - the Section 106 system remains under significant strain, and early engagement with housing associations is essential to ensure homes are designed and managed to the standards residents deserve.
In our response, we also emphasise the need for wider reforms alongside the emergency measures, including rent convergence, funded standards for MEES and the Decent Homes Standard, flexibility over Recycled Capital Grant Funding, and support to address weak market demand. These steps are vital to rebuild delivery capacity and support estate regeneration.
Whilst we support decisive action, the package leaves key challenges unresolved. Without long‑term funding certainty and consistent flexibilities across the system, these temporary measures alone will not be enough to meet London’s housing needs.
