G15 submits evidence to the MHCLG and MOJ on Housing Disrepair Claims
G15 members believe that every resident should live in a safe, decent and well-maintained home. Our response highlights the significant investment each of us are making in repairs and improvements, including work to address damp and mould.
Whilst access to effective redress remains essential where homes fall short, evidence from across the sector indicates the current housing disrepair system does not consistently deliver timely repairs or positive outcomes for residents, with lengthy legal processes and high legal costs diverting resources away from improving homes.
G15 supports reforms that rebalance the system towards earlier resolution, transparency and proportionality, including mandatory early consideration of Alternative Dispute Resolution, caps on recoverable claimant legal costs and clearer information for residents about funding and risks. These changes are intended to support faster repairs, fair compensation and restored trust, while maintaining access to formal legal routes where appropriate.
