The G15 Residents’ Group has contributed to the National Housing Federation’s (NHF) review of its Code of Conduct, calling for stronger accountability to residents, greater transparency and a clearer focus on tackling stigma in social housing.
The Group’s submission highlighted the importance of respectful behaviour, meaningful resident influence and recognising residents’ lived experience in decision-making.
In its response, the Group stressed the importance of putting residents at the heart of the Code:
“Residents are not simply one stakeholder amongst many. They are the primary stakeholders of every housing association and the reason those organisations exist.”
The Group also contributed to the review through its Chair, Daisy Armstrong, involvement in the NHF’s Advisory Panel.
The revised Code, published in July 2026, reflects several of the Group’s recommendations, including stronger expectations around resident involvement, scrutiny, accessibility and respectful behaviour.
